Prior to consulting, Jennifer has worked in think tanks, multilateral institutions, academia, advocacy, and government. She writes, presents, and offers expert testimony on these topics before legislative, regulatory, and adjudicatory bodies.
She led power system transition work at the World Resources Institute and federal electricity policy work at Duke University’s Nicholas Institute. She also helped design and launch a methane abatement policy database at the International Energy Agency and curated regulatory innovations adopted by various countries.She was a Senior Fellow in electricity policy at R Street and Senior Policy Counsel to CO2Efficient. As an attorney with the Natural Resources Defense Council, she spearheaded environmental NGO coalition efforts advocating for an efficient and flexible power system. Her energy career began at FERC.
Jennifer earned a J.D. from New York University and a Physics Ph.D. from the University of Chicago. She is a member of the California Bar and the District of Columbia Bar and is admitted to the U.S. Court of Appeals for the District of Columbia Circuit. She was appointed to the U.S. Department of Energy's Electricity Advisory Committee and serves on theNew Energy Economics Board and the Horizon Climate Initiative Advisory Board.
